This PR includes a dataset tool that pulls data from the DICED server (https://diced.lerner.ccf.org/). DICED is a web interface for accessing proteolytic peptides identified in disease tissues using N-terminomics, developed by Dr. Daniel Blankenberg's lab.

How to test the changes?

It's a data source tool. It does not include any tests, but the tool has been tested locally.
